The company which used to make Philippine passports “took all” of the applicants’ data when its contract with the Department of Foreign Affairs (DFA) was terminated, Foreign Affairs Secretary Teodoro “Teddyboy” Locsin Jr. has revealed.

Locsin made the disclosure on Twitter on Tuesday (January 8) in response to the complaints about applicants having to bring their birth certificates when renewing their passports.

He said the DFA is “rebuilding our files from scratch because previous outsourced passport maker took all the data when contract (was) terminated.”

Locsin said he would have wanted the Bangko Sentral ng Pilipinas (BSP) to print the passports but it “wasn’t interested.”

The DFA in 2015 signed a memorandum of agreement with the Asian Productivity Organization (APO) Production, Unit Inc., which is under the Presidential Communication Operations Office (PCOO), for the production of Philippine passports.

However, it was later discovered that APO tapped a private contractor, United Graphic Expression Corp. (Ugec) for the printing of Philippine passports.

Former Foreign Affairs Secretary Perfecto Yasay Jr. said in a congressional hearing last year that he has rescinded the contract with APO-Ugec in 2017 but it still continued printing passports.

It was unclear from Locsin’s tweets if Ugec was the contractor which ran off with public data.

In a separate tweet, DFA Assistant Secretary Elmer Cato said applicants renewing brown or green passports or maroon machine-readable passports are required to submit birth certificates since the DFA needs “to capture and store the document in our database.

“[W]e no longer have the physical copy of the document submitted when they first applied,” Cato said.
